Appeal

H.E. ZAID RA’AD ZAID AL-HUSSAIN,

UN High Commissioner for Human Rights,

Your Excellency

On August 26 2016, an innocent unarmed Palestinian, Eyad Zakariyya Hamed, 38 was shot in the back by Israeli soldiers in Silwad town, east of the central West Bank city of Ramallah. The soldiers let Hamed bleed to death by preventing Red Crescent medics from approaching Hamed to provide him with the urgently needed aid.

Eyad Zakariyya Hamed, a father of three children with special needs, was a mentally disabled US citizen. And now, yet another young Palestinian family are grief-stricken and left to struggle without a husband and father.

Walid Hamed, a family member said, "He was a very simple man. Either he got lost and tried to get to the mosque through a dirt road. We don't know, but it is clear that there was no need to shoot him. He didn't pose a threat to anyone."

The Israeli army initially alleged that the Palestinian opened fire at a military post, near Ofra illegal colony, before the soldiers shot him, but later retracted its false allegation, and confirmed the man was unarmed.

Eyewitnesses said Hamed did not carry a knife, or any sort of weapon, and was just walking near the western entrance of the town, on his way to a local mosque for noon prayers.

They added that the soldiers, stationed behind concrete blocks, sand hills and military towers, shot Hamed with two live rounds and left him bleeding from 11:30 until 12:30.

The death of Hamed brings the number of Palestinians who were killed by Israeli fire since the beginning of this year to 91, while the number of Palestinians killed since October 1st 2015 is 336, including 68 who were killed at military roadblocks, five of them were shot dead at the military roadblock at the western entrance of Silwad.

The Israeli army’s military police have reportedly opened an investigation into into why deadly shots were fired at Hamed when “danger was not immediately clear” by the soldier responsible -- who is a member of the ultra-Orthodox Netzah Yehuda Battalion within the Kfir Brigade as is Elor Azaria, who is charged with illegally shooting dead an immobilised wounded Palestinian, Abed al Fatah a-Sharif, in Al Khalil. In June 2015, soldiers from the same unit were caught on video brutally beating Palestinian father Shadi al-Ghabeesh in Jalazone refugee camp near Ramallah. Al-Ghabeesh was then shot by Israeli soldiers in December that year and died of his wounds several weeks later.

The soldier who murdered Hamed is under suspicion of “causing death,” a legal charge less severe than manslaughter.

As you and the world knows, these military investigations are a typical PR farce normalising the impunity to murder Palestinians granted by the Israel government.

An impunity, furthermore, allowed by the members of the United Nations and by your own office which since the establishment of the zionist entity has not protected, according to the OHCHR mandate, the thousands of innocent Palestinians, like Eyad Hamed, from human rights abuses including extrajudicial killings and has not punished Israel by expulsion from the UN for its daily war crimes and crimes  against humanity and genocide.

When will the United Nations and all its human rights bodies bring Israel to account by the immediate expulsion according to Article 6 of the UN Charter

????????

“A Member of the United Nations which has persistently violated the Principles contained in the present Charter may be expelled from the Organization by the General Assembly upon the recommendation of the Security Council.”

Sincerely
